On September 30, the Da Nang Center for High Quality Human Resource Development said it had just sued 7 participants in the High Quality Human Resource Development Project (Project 922) in civil court.

Most recently, at the first instance session on September 28, the People’s Court of Da Nang City accepted the center’s lawsuit request, forcing Mr. Ho Viet Luan (24 years old) to pay nearly 2.7 billion VND in compensation;

According to the lawsuit file, Mr. Ho Viet Luan participated in Project 922 with a 4-year study period of civil and environmental engineering at Nottingham University (UK) starting in September 2010.

Signed contract, after graduation, students must return to work for Da Nang city for 7 years or more and comply with the work assignment of the organization.

However, after graduating from university, Mr. Luan wishes to extend his time working for the city to continue his doctoral studies at his own expense for 3 years.

Many students participating in the project to train high-quality human resources have returned to Da Nang to work.

In September 2014, the People’s Committee of Da Nang City decided to terminate participation in the project and reimburse funds due to violation of the training contract with Mr. Luan.

Immediately afterward, the center sent an official dispatch to Mr. Luan and his family with instructions on how to reimburse the funds, but Mr. Luan and his family had not yet fulfilled their obligations, so they were sued in court.

Similarly, in the case of Ms. Huynh Thi Thanh Tra (majoring in Business Administration, majoring in International Business at Western American International University, USA), the city granted more than 1.5 billion VND to start her studies from

On August 27, 2012, her family sent an application for permission for Ms. Tra to stay and work for 3 years in the US, with the reason being to meet the financial conditions for the master’s degree course.

The fact that Ms. Tra did not report to the project management agency and instead signed a loan contract under the guarantee of San Jose University, has affected the implementation of the contract with the Center for Human Resource Development.

After thoroughly investigating the matter, the Center created conditions by asking the family to provide documents related to borrowing in the US, agreeing to extend the time for presentation as well as committing to return to work.

With the breach of contract, Ms. Tra and her family must compensate 5 times the entire budget received from the city, an amount of more than 7.7 billion VND before April 5, 2014.

Due to continued overdue payment, the Da Nang Center for High Quality Human Resource Development sued Ms. Tra and her family representative in court.

Da Nang has 630 people participating in the High Quality Human Resource Development Project and about half of the students have returned to work for the city.
